Resolution of the Round Table held by RusRisk together with the All-Russian Research Institute of the Ministry of Emergency Situations on June 10, 2025

Resolution on the results of the round table “Climate risks and their impact on the sustainable development of the subjects of the Russian Federation”

The participants of the round table, held on 06/10/2025 in Moscow, having discussed key issues related to international cooperation, adaptation strategies, socio-economic impact of climate change, insurance mechanisms and scientific and methodological support for climate risk assessment, note:

• the increasing importance of climate-related adverse events as one of the key factors affecting the safety of the population, the sustainability of the economy and the sustainable development of the regions of the Russian Federation;

• The need to develop and improve an integrated and coordinated approach to climate risk management that unites the efforts of the government, the scientific community, business, the insurance sector and civil society;

• insufficient study of climate risks and their impact on the sustainable development of the subjects of the Russian Federation is an interdisciplinary and interdepartmental task that can be solved by developing a set of measures: regulatory, regulatory, technical, administrative, economic, psychological, pedagogical, engineering, information;

• the expediency of selecting and forming a catalog of best practices for adaptation to climate change for the subjects of the Russian Federation and businesses (taking into account the most effective Russian and international practices of adaptation to climate change in economic sectors);

• The importance of developing and approving methodological and scientific methodological tools, as well as developing and implementing adaptation strategies aimed at minimizing the negative effects of climate change, as well as strengthening response and recovery capacities.

The participants of the round table consider it appropriate and recommend:

1. To establish on a permanent basis a Council on Climate Risks, Sustainable Development and Emergency Prevention, bringing together representatives of government authorities, scientific organizations, the insurance and financial sector, business and civil society, in order to develop practical recommendations, exchange experience and coordinate actions.

2. To hold round tables and expert events on this topic on a regular basis (at least twice a year), ensuring continuity of the topics discussed and monitoring the implementation of previously adopted recommendations.
3. To support and stimulate the development of scientific research aimed at identifying, systematizing and predicting climate risks, assessing their consequences and developing evidence-based approaches to adaptation and sustainable development, including on an interdisciplinary and interdepartmental basis.

4. To develop digital technologies and solutions in the field of forecasting, assessment and management of climate risks, including cascading and multifactorial effects, with extensive use of mathematical modeling, GIS systems and big data.
5. To improve the regulatory framework of the insurance sector, ensuring the protection of citizens and organizations from damage caused by climate emergencies, with priority use of voluntary insurance mechanisms: property, accidents, liability insurance and other forms of insurance protection.

6. Strengthen the responding capacity of emergency services, including by:

  • expanding the participation and support of socially-oriented non-profit organizations and voluntary fire and rescue units;
    development of the public information system and improvement of the safety culture of the population;
  • creation of infrastructure for training and retraining of specialists in the field of climate security;
    raising citizens’ awareness of the dangers by developing and making publicly available emergency risk maps;
  • development and implementation of demographic and social models of the population of municipalities for vulnerability analysis and planning targeted risk management measures for such emergencies.

7. Enhance the risk management culture:

  • among the population – through education and education systems in the field of climate resilience;
  • among businesses and government agencies – through the introduction of risk-based management approaches, the development of corporate culture in the field of ESG, sustainable development and adaptation to climate change;
  • among insurance companies — by integrating climate risk assessment into actuarial models and financial strategies.

8. To promote the formation and functioning of permanent interdepartmental working groups at the federal and regional levels for the rapid elaboration and implementation of practical solutions for adaptation to climate change, as well as for the assessment and prevention of related emergencies.

9. Promote the further integration of climate sustainability issues into state, regional and corporate strategic documents, including programs for socio-economic development, territorial planning, sustainable financing and insurance.

10. The participants of the round table are invited to send additional proposals, clarifications and comments to the Organizing Committee in the draft resolution, with a view to possibly taking them into account when preparing the final version of the document.
